Do you feel that Pacal was good or bad leader for Palenque and why?

Pacal was never crowned the King of Palenque but he ruled as a result of a political arrangement.

He was a good leader because he made the city great and a force to reckon with. He also ensured good development in the city by building a lot of big structures and edifice. He was also very concerned about the welfare of the inhabitants of the city.
