The most important reason was security concerns. As it had happened before in the long history of China, rulers were afraid of the threat of invasion from northern peoples who kept marauding in the northern limits of the empire. The Ming rulers decided to concentrate resources, military and administrative policies in internal issues and secure their posessions.
