During the Civil War, the Union and Confederate troops would sometimes use hot air balloons to spy on their enemies and provide tactical advice. This tactic was usually used by the Union. Sometimes they were tied down, as during this time they were not very advanced, but if they were up in the sky they would be very difficult to shoot down and a good military tactic for spying on enemies.
