    Explanation:

    Article of Confederation has left Congress with limited powers to make treaties and alliance with foreign nations, print money and coordinating war efforts. But soon the weakness of Congress exposed during Shay's rebellion, inability to war debts and to collect taxes. To solve these issues there was a need to give more power to the federal government.
