Many British-educated Indians that had studied at the universities of Bombay, Bengal and Madras wanted to build careers in the public colonial administration, in journalism, in legal services. The first major development of Indian nationalism is the Indian National Congress which met in December 1885 in Bombai. Young, educated Indians read the books of Jeremy Bentham, John Stuart Mill and Thomas Macaulay, and they dreamed that with the education they had received and with hard work, they could run the administration. Few Indians were admitted into the Indian Civil Service, only the brightest could make it. Some of them turned into the first nationalist leaders.
