    This is just my own personal opinion!

    The victory in 1975 had a profoud effect on American domestic and foreign policy for decades. The victory of course affect American society too. The answer A and answer B can not be correct because there is impossible to have 100% people in the country think about something in the same way. The answer has almost the same meaning as answer A. So, the answer B is correct.
