    For some time, American colonist leaders or representatives - all of them white - decided not to enroll black men in the rebel ranks. But one event forced them to changed their minds. In November 1775, Virginia's British Royal Governor, Lord Dunmore, issued a proclamation in which he promised to free any slave who left his master to fight together with British forces. 300 black men had joined what Dunmore dubbed his "Ethiopian Regiment" after just one month. Americans feared the effects of this and they reversed their earlier decision not to recruit African Americans into the Continental Army.
