    In a country like United States, the citizens encounter or contact more with their state and local governments rather than federal government. Institutions like police department, educations, schools, libraries are comes under the state and local government.

    Each states has its own written constitution and these written documents describes them their responsibilities and duties more elaborately than their federal counter part.
