The Founding Fathers had several goals when they designed the Constitution. In the first place, they wanted to avoid individual power abuses, that is, tyranny. Secondly, they wanted to achieve stability within a rule of law. And thirdly, in order to prevent changes made unilaterally by a poweful individual, amendments were supposed to be passed following political negotiations in Congress and with the states.
