Why did the Jacobin's under Robespierre and the Committee of Paris institute the Reign of Terror? What does the Terror tell you about revolutions in general?

Robespierre led the radical groups called the Jacobins and it was also under the control of the Committee Public Safety. This reign ensure that the citizens should not oppose the revolutions of the government. Also, it stats that anyone who was suspected of being against the revolution would be arrested and tried by the revolutionary tribunal.
