Summary President Washington reluctantly decided that the federal government should stop any future uprisings. Washington and his troops marched into the Pennsylvania countryside to send a message to the protesters. At Bedford, Pennsylvania, when it became clear that the insurgents would not stand and fight, Washington left the troops to return to his presidential duties. Hamilton and General Henry Lee remained for two months, arresting the rebellion's ringleaders-whom Washington would later pardon.
