    The Reconstructionists refused to give Blacks land after the civil war due to the Black codes that were passed during that time to limit the freedom of African Americans and to make them work as cheap labor after the end of civil war.

    Explanation:

    Though the Union victory gave four million slaves their freedom, the status of the blacks in the south was questioned. Prohibition of blacks from holding any other occupation other than farmer or servant unless they were willing to pay an annual tax up to 100$ and this law was proposed in South Carolina. Under Johnson's Reconstruction policies, black codes were enacted in all southern states during the period of 1865 to 1866. The codes also granted certain freedoms to African Americans which includes, The right to purchase and own properties their choice Marry Make contracts Testify in court. The Primary purpose of this code was to restrict the blacks their freedom. Limiting the types of properties for the blacks was also a rule that was passed on at that time. All the former Confederate states passed strict labor contract laws, and "anti enticement" measures to punish anyone who offered higher wages to a black laborer already under contract.
