What were the framers afraid would happen if they designed a national government that was to powerful?

    Because the framers feared the development of an American monarchy, the Articles of Confederation outlined a very limited government for the United States. Congress had little power over the states and could not force them to pay taxes, regulate trade, or maintain an army.
