Why did the due process clause need to be added even though it was already in the U. S. Constitution?

There was no provision for those states west of the Mississippi.

The clause needed to be added on a state level, not just Federal.

It was the only way for the amendment to pass in both houses of Congress.

Northern blacks were being denied some of their basic rights.
