What caused the British parliament to pass the defense of the realm act?

The Defense of the Realm Act was established in the British Parliament on 8th August 1914, which was just 4 days after it joined the WW-I and was applied to as the war continued. Throughout the war it gave the government broad-ranging rights, such as the right to seize buildings or land required for the war effort, or to make laws that would establish criminal offences.

The law was intended to assist in preventing invasion and keeping morale strong at home. It enforced surveillance and censorship of the media and letters arriving from the front line back home. The media endured restrictions on publishing military operations, numbers or any other operational details that the opponent could manipulate. Individuals who contravened the legislation with the intention of supporting the attacker may be condemned to death penalty.
