    There was a lot of military spending in the 1970s and the 1980s because of the spreading communism during the cold war. This led to the shortage of the production of the other goods like food.

    The time period of 1970s and the 1980s was the time period when the soviet union was in cold war with the United States of America. Because of this it wanted to spread communism to as many regions as possible and wanted to control these countries.

    Because f this there was a lot of military spending also. This led to the shortage in the production of the other goods in the economy. Like there was shortage of the production of the food during that time and this led to the situation of the plague in the Soviet union.
