    The Constitution says that in the U. S. House of Representatives and the seats of the House are based on state population, according to Census.

    Every state can have at least one member on the House. They have two years of mandate. The Constitution says that it is eligible for be a member of the House if have a minimum age of 25 years, and have to be a U. S. citizenship for seven years.
