Did Justinian revive the Roman Empire or create a new Byzantine empire?

Justinian tried to revive the Roman Empire, although he was more successful in some regards than others. Justinian was a ruler of the Eastern Roman Empire, more commonly called the Byzantine Empire, which ruled out of Constantinople after the fall of Rome.
