    When the US Constitutution was being discussed, hot debates took place around the issue of the type of popular representation, whether states could have equal representation or whether it was going to be proportional. The different factions reached a constitutional compromise. A lower chamber, the House of Representatives, would be organized based on proportional representation according to the size of the states'population; on the other side, an upper chamber, the Senate, would have equal representation, two senators per state.
