What could Governor Berkeley could have done differently to prevent the rebellion

Governor of Virginia between 1641 to 1652, Sir William Berkeley (1605-1677) is well-known for playing the key role in Bacon's Rebellion (1676). The revolt was provoked because of the special privileges the governor provided to the ones who were closed to him. In addition, the high prices of taxes and low prices of tobacco. Mainly, the anger of the revolts was because of the preferences towards Berkeley's closest. If he would have ruled Virginia with equality it is possible that the problems of the state could have been solved differently.
