    B) North Vietnam also permanently withdrew from South Vietnam

    Explanation:

The governments of the United States and North Vietnam have pledged to respect the right of the South Vietnamese people to self-determination, and agreed that the future of South Vietnam will be based on free and democratic elections under international control. To organize the elections, a National Council for Reconciliation and Consent had to be created. The provision of the 1954 Geneva Agreements on the temporary nature of the demarcation line between North and South Vietnam and the neutrality of both countries was confirmed. It was noted that the reunification of the two parts of Vietnam should be carried out on the basis of agreements between them by peaceful means.
