    The Louisiana Purchase by the Government of United states of America was part of a treaty entered with the French in 1803. The acquisition was made based on "preemptive right" to obtain Native American lands by either conquest or treaty by the Government of the U. S

    This preemptive right represent the expansion of Governmental power because the right to purchase Louisiana was not part of the colonial powers/governmental powers vested on the Government by the constitutional authority. this purchase was and carried out by president Thomas Jefferson's Government.
