    does not discriminate, is the same for everyone and is in the interest of the people, therefore it should be fair is not too harsh, strict or rigid, or difficult to obey - it should be reasonable is understandable to people living under it, easy to learn and to know as everyone who lives under this law should know it's ideas has the capability of being enforced

    Law changes over time and throughout history, and it can't stay the same as the social circumstances change. However it should not be dependable of these circumstances, but be applied during the same time equally.
