Because according to the New Testament, Christ would be the salvation for this world, bringing a new kind of faith, and a new way of belief in God. When He resurrects and gives to Peter the task to be the first Pope, He is creating a connection between humans and the sacred, something different from what exists until that moment. So, when Cardinal Joseph Bernardin says that Christ and the Church are the sacraments, it means that the Church and its rules are the way we have to stay connected with the Sacred. It's our door to the Realm of the Spirit.
