The African Americans were given constitutional citizenship rights which have turned the former slaves into active citizens. However, the South has perceived the situation differently. The increased taxes for the welfare work were seen as dominance of the Northerners and a result of their victory over the Confederacy. They still stuck to hold the traditional cultural standard which gave them supremacy over the black slaves.
