McCarthy managed to convince American society that communist spies were everywhere, and that he was the only 'salvation' of the country from them. On February 9, 1950, he delivered a speech in Wheeling, West Virginia, stating that the United States Department of State was simply full of Communists, and there were 205 people in the department of Dean Acheson (Secretary of State under Truman). He claimed that Russian agents governed American politics, and they were supported by senior management.
