The great comprise was a solution to how the US government should house its legislation. The NJ plan wanted the states to be equal so that big states couldn't just dominate the vote. The Virginia Plan wanted bigger states to get more representation because of their larger populations. The Great Compromise encompasses both of these concerns. This made a bicameral legislation. In the Senate every state gets 2 senators. In the House of Representatives every state gets at least 3 representatives. The more population a state has means more representatives for larger state populations.
