    Pre-WWI the U. S. lived under a policy of isolationism. President Monroe did not believe the U. S. should be involved in world affairs. This became the "normalcy" for the U. S. When WWI erupted the U. S. became involved in world affairs. After it ended many U. S. citizens, including President Harding, believed they should "return to normalcy." In short it was a return to isolationism.

    Explanation: He meant isolationism because after the effects of the great depression and WWI tilted the US towards isolationism. Since the US became isolationists after WWI, I infer that isolationism was "normalcy". Sorry if I'm wrong I tried my best.
