The First Congress was formed under George Washington in 1775. Congress was responsible for the Revolutionary War since the Continental Congress thought to conflict with the British was much needed. It thought the men working with the state had to fight for the country's independence.

Within a year America got its Independence on 1776, July 4th. After passing the Article of Confederation, it provided the ability for the nation to raise the army under unavoidable conditions. Later, 1787's Constitutional Convention allowed the president to finance the army on short-term legislation. But no money can be used longer than two years.
