Emigres and sans-culottes have opposite goals based on the fact that during the uprisings in France, the emigres (emigrates) fled the country because of fear BUT the Sans-culottes stayed back and demand for a greater form of changes there by having greater voice in the government.

    Explanation:

The Emigres are all the Nobles and others were the ones who moved away from France during the peasant uprisings hoping to come back and reclaim their old system while the Sans-culottes are radical groups from the Parisian wage earners who stick back and never desert the country during the uprisings.
