    The biggest of the Congress' commerce powers is to regulate trade taxes and foreign trade but it can also in theory give tax advantages to states which has previously been done to much controversy.

    All taxes are ultimately in the hands of Congress which decides which import and export good will be taxed and if so, how much it will be taxed by the government of the US. It has the power to influence all of these decisions.
