The correct answer is C) to shift the focus of the war from secession to slavery.

What President Lincoln hoped to accomplish by issuing the

Emancipation Proclamation was "to shift the focus of the war from secession to slavery."

US President Abraham Lincoln issued the "Emancipation Proclamation" on September 22, 1862. It declared the freedom of more than 3 million slaves that worked in the plantations of the Southern States and refocused the purpose of the Civil War on slavery. Lincoln was waiting for a great Union battle victory to announce the proclamation. It was after the victory in the Battle of Antietam of September 1862, in Sharpsburg, Maryland.
