According to Harris, the election of Abraham Lincoln had increased the debates about race, but the Southern states would not bald to these determinations. In his speech, Harris talks about the progressive thoughts that take the North, such as equality in matrimony, social circles, civil laws, and honors. To him, as a conservative and a Southern man, this was impossible to accept.
