one challenge was establishing a better government since the one running during the American revolution was really weak (they were called the articles of confederation)

another one was establishing balence in the new republic, everyone just won the battle from a king; so why have another one? This was a challenge and eventually came to the solution of having a president. They also established the House of Representatives and the senate House So the president wouldn't have much power.
