    Explanation:

    The Roman confederation was the manner in which Rome governed Italy when it was a Republic. When Rome was a republic, it fought and won several wars against the hostile cities and signed treaties to gain the coalition of the cities.

    Rome together with these cities formed a confederation which was a system of governing the newly acquired territories. The Latins were considered to be Romans only and therefore the Latin citizens were allowed to get citizenship of the Republic of Rome earlier than the other citizens.
