This declaration was taken by 13 colonies of United States in which they (12 colonies) declared their independence from British rule.

    In this declaration, all the thirteen colonies declared themselves as free and independent sovereign states from the British rule. The document was signed by the 13 United States colonies including New Jersey, New York, Georgia, North Carolina and etc.
