The Protestants could make the laws in Maryland.

    Explanation:

It was Lord Baltimore's dream to settle a colony that would be solely for the English Catholics. But his dream always remained a dream. The colony of Maryland was taken over by the Protestants and it was then a majority Protestants colony.

Thus, in a colony of Protestants, only Protestants got to make the rules. Lord Baltimore's descendant later got to take over the rule to himself, but that only after proving that he was a Protestant.
