He was against the activities of American civil rights movement in 1960's. Under the city government he was giver the charge of Police department and Fire department. He denied the civil rights to he black citizens and enforced racial segregation. He is known as the symbol of institutional racism. He use attack dogs, fire hoses against the civil rights protesters during the southern Christian Leadership Conference's Birmingham Campaign in 1963.
