The definition of war effort, is that the gonvernment put all the effort to support war among the citizens. This includes bothe people to fight in the army, and also money for the expenses a war need (among other things to buy weapons).

    Propaganda was the medium to manipulate the american people, using the ideas of patriotism and nationalism. They would call for people to enlist in the army by manipulating them as a patriotic act most necessary to save the country. As if war was the only way.
