All purposes served by the national bank could just as easily be performed by the Treasury Department and a system of treasury notes.

    Explanation:

    He believed that central bank should not control the money, for him the national banks were threat for free society and his ideal of society of small farmers. He considered banks to be unconstitutional and argued that it would create banking monopoly. On the other hand Alexander Hamilton argued that the banks were constitutional as congress had right to print money and control its value and asserted that it was important for the government create a bank for fulfilling all these duties. Since most of the congress men agreed with Hamilton's views it passed the bill of February 8, 1791 and President Washington signed eh bill on 25th February, 1791.

    He also argued that the congress doesn't have the power to establish a bank and it was against the constitution.
