    Thomas Hobbes believed that all humans are born naturally brutal, dishonest and evil. He believed that a harsh government was needed (such as a monarchy for dictatorship) to keep people in check. John Locke believed that humans are born naturally good and honest. He believed that people should elect their own government (democracy) and that people could go bad but were naturally good.
