    Balance between different interests.

    Explanation:

In 1789, Madison became leader of the House of Representatives, he believed that the government needed a balance between different interests, and so it developed several basic laws and the first ten amendments to the United States Constitution.

Madison worked with President George Washington on organizing the new federal government. After leaving the Federalist Party of Alexander Hamilton in 1791, Madison and Thomas Jefferson created the Democratic-Republican Party. In response to the Alien and Sedition Acts, Jefferson and Madison created the Kentucky and Virginia Resolutions, where they argue that states have the power to overturn unconstitutional laws.
