    Not exactly. The Monroe Doctrine addressed the majority of Europe, mainly Spain, but also to Britain and Russia. James Monroe was worried about the "Old World" (Europe) interfering with the "New World" (US and its territories), so he told congress that neither one would get involved with the other, less it be seen as a hostile act.
