    To reform congress would be to make huge changes to either who's on congress or the basic structure of congress. Neither happened, so B is wrong.

    The president elects his cabinet, so their debates probably didn't change the cabinet, so C is unlikely.

    D is correct. Their differing ideologies created two groups (Federalists and Democratic-Republicans) that both had potential to hold great political power, thus creating the first two political parties of the US.
