    I would say D because there where a few southern states that didn't want their slaved to be freed, which caused a debate. They didn't want a civil war so they just kept slavery.

    Explanation:

    The Southern states of America had a huge number of enslaved people and desired them to be counted in their total people that could lead to a higher number in the House of Representatives. However, during this time, slaves were treated as property and not as humans thus the Southern and the Northern states came to a compromise known as the three-fifths compromise. According to this compromise, the slaves were counted as 3/5 of a person.
