    Explanation: Buchanan admitted that he had no authority to decide what would be the relationship that South Carolina had already separated from the Union would have with the federal government. Buchanan refused to hand over any federal strength he could maintain and ordered reinforcements to be sent to Fort Sumter, however this did not come to fruition and a new call was made for a second aid mission but he was late and the president could not act. The crisis increased and Buchanan wished to leave the white house.
