    During the Prohibition it was very hard for the government to enforce the law, there were various legal exceptions to the Prohibition that were used by people as a way to produce and gain access to alcohol, such as pharmacists could dispense whiskey as a medicine to anxiety and influenza and people could buy wine for religious purposes. The figure of bootleggers was born and the number of pharmacists tripled for example. Also, law enforcement became very corrupt, agents and police officers frequently received bribes.
