Slavery was no longer an issue after the civil war was over.

The American Civil War started because states that permitted slavery fought against states that wanted to ban slavery, because of that the pro-slavery states wanted to leave the Union and then the War started.

The American Civil War lasted from 1861 to 1865 and at the end of it, in 1863 President Lincoln issued the Emancipation Proclamation that changed the status of slaves from slaves to free men. By 1865 Union Army controlled the Confederacy and liberated slaves there.

After this, Reconstruction began and federal troops went to the southern states to protect ex-slave's rights and avoid the beginning of another slavery era.
