    Describe the major debates that impacted the creation of the Articles of Confederation. One was about the sum of money each state should pay into a common treasury:

    Northern states proposed that it should be in proportion to a states total population (including slaves, not untaxed native Americans). Southern states objected to that proposal because they consider slaves to be property.

    Another one was about the voting power of the states in Congress (each state gets one vote was the objective).

    The Articles of Confederation (The Continental Congress) were the first constitution of the US, on November 15, 1777. The present US Constitution replaced the Articles of Confederation.

    Articles of confederations has many weaknesses:

    1. congress did not have the power to tax

    congress could not levy a tax in order to raise money, it could only ask the states for money, which the states often refused to fully comply with constantly leaving the national government without the ability to meet its financial obligations

    2. congress did not regulate trade which made it difficult to grow the young economy snd led to many disputes

    3. congress could not force the states to obey the Articles of the national government

    congress could not force the states to comply with its rulings and they could not be changed unless all 13 complied

    4. congress could not meet basic demands of national security

    Shay's rebellion was a rising among Massachusetts farmers who were bankrupt and unable to repay their debts, so they were thrown in jail.

    a group of debtors led by Daniel Shays attempted to take control of the Massachusetts government and the national government could not raise an army to keep peace, Massachusetts had to do it

    this showed everyone that the Articles of Confederation were too weak to govern the country

    It could raise money only by borrowing and by asking the States for funds. Bowling was at best a bad choice because of the debt already from the revolutionary war
