    During the confederation days, there was no executive mechanism of negotiating with foreign powers. Each and every decision was being decided on a thirteen vote basis, and any state could veto the law. at the same time the confederations was facing border crisis between it and imperialistic powers from Spain to England. A few years later later, the Napoleonic wars emerged in Europe and USA neutrality was put into the test, culminating in the war of 1812.
